Uasin Gishu County Sets a New Standard in Revenue Management

The Chairperson of the Commission on Revenue Allocation (CRA), CPA Mary Chebukati Wanyonyi, has applauded Uasin Gishu County for its outstanding achievements in revenue collection and service delivery.

During her visit to the County Service Centre in Eldoret, Chebukati praised the county’s adoption of a modern revenue collection system that simplifies access to services and improves efficiency. She was accompanied by Uasin Gishu Governor Dr. Jonathan Bii Chelilim and Turkana Governor Jeremiah Lomorukai.

“This is something unique. Everything has been simplified. You can walk into the centre and within a minute, access up to 14 county services, pay, and be served at one desk,” Chebukati remarked.

The Chairperson urged other counties across Kenya to consider adopting similar innovative models. She emphasized that efficient revenue collection systems are crucial for counties to meet financial goals and reduce the burden of pending bills, which often delay payments to suppliers and service providers.

World Bank Support Through KDSP II

Chebukati also highlighted the ongoing revenue mapping exercise supported by the World Bank through the Second Kenya Devolution Support Program (KDSP II). This initiative aims to help counties accurately identify and collect all potential sources of revenue.

“We are encouraging all county governments to focus seriously on enhancing their own-source revenue and to continuously strengthen their institutions to meet targets,” she said.

Uasin Gishu Leads with Sisibo Pay

Governor Dr. Chelilim credited the success in revenue collection to the launch of the County Service Centre and the innovative Sisibo Pay Uasin Gishu system. The platform has greatly improved the convenience and speed of service delivery, making it easier for residents to access services and make payments in one location.

“With 14 services onboarded at a single desk, we ensure that clients experience fast and convenient service,” Chelilim noted.

Uasin Gishu County collected Sh1.4 billion last financial year. So far this year, the county has raised approximately Sh950 million toward its Sh1.3 billion target, demonstrating strong performance in revenue collection in Uasin Gishu.

A Model for Other Counties

Turkana Governor Jeremiah Lomorukai expressed his admiration for Uasin Gishu’s model. He committed to sending a team of officers from Turkana County to benchmark and implement similar strategies aimed at boosting local revenue collection.

Governor Chelilim concluded by encouraging other counties to emulate Uasin Gishu’s approach in order to strengthen their financial independence and improve service delivery to residents.
