Uasin Gishu County is promoting performance contracting in order to improve accountability and quality of service delivery in all sectors.
Devolution, Administration, Public Service Management, Partnerships, Liaison and Linkages Executive Loice Murrey said they are stepping up efforts to ensure efficient service delivery through the implementation of Performance Review and Performance Contract targets for 2026/2027.
Speaking in Eldoret, Murrey noted that performance contracts are a leading management tool because they give direction of work to each department and evaluate their performance based on how well they carry out their mandate to achieve the annual work plans.
“In carrying out performance contracts, each department must give verifiable results and ensure targets are in line with the approved budget, mandates and service charter in their respective departments,” she said.
Murrey said there is a need for continuous capacity building to empower county workers to serve the citizens effectively and efficiently.
“Every staff member must take up their responsibility seriously to help the county deliver on its promises to the people of Uasin Gishu,” she said.
Murrey said the Governor has directed that performance contracting should be done country-wide to help realise the county’s Nguzo Kumi development agenda.
“The governor said achieving set objectives and targets through performance contracts will help the county realise the proposals contained in the Nguzo Kumi manifesto. He has challenged the leadership in all departments to ensure proper implementation of the proposed projects and programmes in every pillar of development to improve service delivery to the people of Uasin Gishu County,” she said.
Murrey said they are determined to ensure that implementation of all proposed projects and programmes that are included and budgeted in the annual work plans are concluded within the stipulated time so that they do not cause perennial budgetary wastage.
Public Service Management Chief Officer Paul Wangwe said the performance reviews will help the county to monitor and evaluate the implementation of the proposed projects and programmes while exercising constant vigil to ensure departments are on course to meet the set targets.
Wangwe noted improved performance in the 2023/2024 financial year, urging county workers to utilise the performance management framework to help them realise the county’s vision.
“Performance Management System should not be used to punish but to encourage and motivate staff to achieve the desired results in service delivery,” he said.
Assistant Director for Performance Management Wilfred Nyabando said county workers should understand their performance contracts to facilitate effective collaboration and cooperation in the implementation process.
Nyabando said teamwork and proper observation of the performance targets will go a long way in helping each department achieve its goals and provide better services to the residents.
“The county reminds its staff that improved performance management will promote accountability, ensure effective implementation of projects and programmes and utilise public resources wisely to help the county provide quality services to the people of Uasin Gishu County,” he said.
County government says it will continue to ensure that performance contracts are cascaded from the top leadership to the lower levels of service delivery to guarantee accountability and improve its ranking in terms of county performance.
